(This is a very important item for our 1000’s of readers who are involved in global trade.) FATCA has created havoc for Americans living offshore, investing offshore and just simply trading and banking offshore. This bit of legislation has resulted in many Americans being shut out and deemed pariahs around the globe.  What is FATCA? The Foreign Account Tax Compliance Act (FATCA) is a United States federal law requiring United States persons, citizens or Green Card holders, (including those living outside the U.S.) to have yearly reported themselves and their non-U.S. financial accounts to the Financial Crimes Enforcement Network (FINCEN), and requires all non-US (Foreign Banks) and Financial Institutions (FFI's) to search their records for suspected US persons for reporting their assets and identities to the US Treasury. Congress enacted FATCA to make it more difficult for (resident and non-resident) U.S. persons to have financial assets which are not located in the United States, by adding further asset-reporting law with consequences, and thus to enable further federal tax revenues and penalties from a wider global population of newly discovered US persons and their partners, at the expense of non-US banks.  One of our clients, who is a Green Card holder and conducts a successful business in the USA and Internationally, and who has a bank account with a leading South African bank (****) (plus many other bank accounts in other countries) has even been threatened by this bank, that if they do not divulge their holdings to the IRS in the USA, that they will be reported without further warning to the South African Revenue Service (SARS) and the IRS in the USA. "News out of Canada this past week provided a bit of a twist in the FATCA rules.  As you know, FATCA requires the reporting of bank and financial assets held overseas by U.S. citizens and their institutions. Several readers sent this along believing the United States IRS was engulfing the records of Canadian citizens. I don’t believe this to be the case. As I understand it, this ruling will only affect U.S. citizens living in Canada or people with dual U.S./Canadian citizenship." Read more.

In a resurgent Rwanda, only 21 years past the genocide, the government of President Paul Kagame has deputized a high-profile partner for an array of endeavors across this striving, haunted land: in a banana grove in Kayonza, where subsistence farmers are learning to double their yields; in a teaching hospital in Kigali, where American and Rwandan faculty are training a generation of specialists and nurses; in a sprawling plant in Mukarange, where soybeans are being processed into the country’s first domestic cooking oil. 4. Construction & Business: Chinese Way of Building a Bridge?
= = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = =

A bridge needs to be built, so time to bust out the cranes, right?  Not so fast, a Chinese company has built a machine that has a creative way of setting girders into place. The SLJ900/32, is a 580 ton, 300 foot long and 24 foot wide mega machine that looks more like a train than a crane and acts a lot like a Stretch Armstrong action figure.  Instead of using a stationary or crawler crane to lift the girder of a bridge from the ground and drop it into its place, the SLJ900/32 drives the girder onto the previously placed girder, slowly extends its arms to the next support platform, pushes the girder towards the front of the machine and then lowers it into place. In this phenomenal interactive from the British newspaper, the Guardian, ten historians from ten different countries offer a brief history of the First World War. Appropriately, the documentary may be viewed in English, French, German, Italian, Spanish, Arabic, or Hindi. To begin, readers may select Enter and Play. Seven video chapters are then available, each between three and six minutes in length, chronicling themes such as Origins, Trenches, Empires, Fronts, Slaughter, Endings, and Aftermath. In addition, selecting the Interactive option for each chapter, which looks like a pointing finger, allows readers to explore an interactive map of the nations and empires who were engaged. Canada’s important areas of expertise in open educational resources (OER) are beginning to be built upon or replicated more broadly in all education and training sectors. This research paper provides an overview of the state of the art in OER initiatives and open higher education in general in Canada, providing insights into what is happening nationally and provincially. There are growing examples of OER initiatives from several Canadian institutions offering free courses to Canadians and international learners. National open education initiatives include the federal government's Open Data pilot project and the Council of Ministers of Education of Canada (CMEC) support for the Open Educational Resource Paris Declaration, as well as Creative Commons Canada. Scheub, a professor of African Languages and Literature at the University of Wisconsin-Madison, walked more than 6,000 miles through South Africa, Swaziland, Zimbabwe, and Lesotho, to record the oral traditions featured on this site. Readers may like to begin by exploring the three basic categories of Images, Sounds, and South African Voices. The Images consist of over 4,000 photographs of people, buildings, and neighborhoods. Meanwhile Sounds features over 7,000 interviews, songs, and other audible wonders. Financial issues regarding the sustainable production, dissemination, and use of Open Educational Resources (OER) in higher education are reviewed and proposed solutions critiqued. Use of OER produce demonstrable cost savings for students. Yet OER development continues to rely almost completely on government and philanthropic funding. This indicates that a mismatch exists between the financial interests of students and those of higher education institutions. Before OER will be broadly adopted, changes to government policy are required to align institutional objectives with faculty motivations and student needs. Read this report.
